Altai regional legislature jubilee

The Altai Territory, which was created on September 28, 1937 and possesses a major development potential, is marking in 2010 the 70th anniversary of the legislative authority and 15 years since the regional Legislative Assembly began to work. The gala session in Barnaul in February was attended by delegations of the Federal Assembly of the Russian Federation, of the Republic of Kazakhstan, and from Russian regions.

In 1994 the regional Council acquired the status of legislative (representative) body of state authority of the territory. “The fundamental result of parliament performance is the creation of modern legislative system in the territory. The current jubilee offered a chance to comprehend numerous facts from positions of recent history. You can be proud of that,” Sergei Mironov, Chairman of the Federation Council and leader of Fair Russia political party said in Barnaul. “Your laws are distinguished by actuality and quality,” he added.

Altai festivities have considerably focused on concrete measures to improve the life of the people. Altai residents are specifically proud of a new super outpatient clinic of the Altai regional oncological center. According to the federal oncological program, it received valuable equipment worth 440 million rubles, including automatic tissue processing machine, a computerized tomograph, and a video endoscopic unit. Chief Doctor of the Nadezhda Altai regional oncological center Alexander Lazarev said the new outpatient clinic has both unique equipment and treatment technology that has no analogues abroad.

During the festivities it was recalled that Altai regional Governor Alexander Karlin had assured local residents in 2009 he would do everything possible for the construction of the oncological outpatient clinic. The economic crisis has considerably revised the regional budget however local authorities fulfilled their promise. The construction of the eight-storey building of the oncological center worth 218 million rubles of budget money was completed in record short time – 11 months.

In the past years the Altai Territory built and started up a surgery unit of the regional cardiologic dispensary, as well as a vascular center and an outpatient clinic of the regional clinical hospital. The construction of a high-tech medical center is underway. Other social programs are also being implemented. The region has actually fulfilled the decree of the Russian president on providing housing to World War Two veterans and equated aided persons. Only in 2009 housing construction upped four percent despite the crisis. Authorities are actively implementing another important decision of the Russian president – to provide housing to servicemen who retired from the armed forces.

For the 65th VE-Day anniversary the Altai Territory renovated glory memorials and war monuments. The territory was among few Russian regions that adopted a special program to earmark funds from the regional budget to municipalities. It has been fulfilled in general.

Chairman of the Altai regional Legislative Assembly Ivan Loor said the territory has still to learn much how to work for the benefit of its residents and improve the legislative process. “I am convinced that in ten years lawmakers will remain as enthusiastic as today in working for the benefit of the Altai Territory and its people,” he said. The initiatives of regional lawmakers caused interest in the federal center as they reflect the common situation in the country. That concerns both amendments to the Forestry Code and proposals for the interaction of three independent branches of authority in Russia. “Today all levels of authority face an important task of implementing the provisions of the annual message of the Russian president to the Federal Assembly. Wellbeing in the region and in the whole country depends on our work,” Federation Council speaker Sergei Mironov said.

Barnaul festivities showed authorities and society have enough understanding, decisiveness and energy to launch creative processes in the country. Today the main task is to engage the accumulated potential in historic realities of modern Russia for the benefit of the country and the people.
